How long after domain registration can it be transferred out?
Generally, a newly registered domain name cannot be transferred to another registrar until it has been registered for at least 60 days. This policy is established by ICANN to prevent domain abuse and fraudulent activities.
ICANN Transfer Rules

Rule Original: 3.7.5 在域名创建(根据该域名在注册管理机构中显示的 WHOIS 记录)后的 60 天内请求转让。
Rule English: 3.7.5 The transfer was requested within 60 days of the creation date as shown in the registry Whois record for the domain name.
Exceptions
Some ccTLDs have different rules:
Domain names in Germany (.de), France (.fr), and Japan (.jp) can be transferred immediately after registration. However, most other ccTLDs, such as .cn, follow the 60-day rule.
